Classes in international standards tend to be recent: on average, they have been offered only for the past four years. Most universities indicated their intention to expand course offerings in international standards. These findings are positive insofar as they show that universities are aware of the need for courses in these subjects. Although a qualitative analysis of the courses was not part of the scope of this study, the findings of the World Bank project in Central America and interviews conducted during the ROSC process indicate that many such courses offer only a general introduction to the standards and are not comprehensive enough to give students a working knowledge of them.7 According to the survey for this book, the most pressing constraint to offering more and better classes in international standards was the lack of qualified professors and of literature—such as textbooks—in the local language (figure 4.3).
